About Us

The Cellar Restaurant originally opened in 1982 in the basement of the building under the ownership of Ruth & Phil Colmer. After over 20 years of success, they retired & sold the business to Bob & Sandy Layman, who, with their family ran it for another 21 years. Enduring several floods, The Laymans moved the business up to the first floor of the building. With Bob's creativity in the kitchen and Sandy's enthusiasm operating the front of the house they operated until retirement came knocking on their door. Purchased by Stephanie & John Whitmore in September of 2024, they're looking to carry on the rich traditions The Cellar Restaurant provides for the Village & Town of Owego & beyond!
